In that layer, trace with the polygon tool around Tweet's face, hand and chest.
To keep it in select you have to hold on
shift while you select other areas.
If you trace a pixel or two larger, do not worry about that because
it will actually help you abit with the shading. Choose a main color
for her skin.
I chose #D18C63 for the foreground color. R - 209, B - 140, G - 99. Then go to Edit,
Fill, Use:

Foreground Color, Blending Mode Normal, Opacity 100%, Click OK.
Hold down CTRL and press D (to deselect).
Right
now you should be at this level. Make this layer invisible by clicking
the eye on the layer window.
The main color you chose should disappear ;). Create a new layer again.
SHIFT + CTRL + N.
This time, select the areas that are bue, her hat, and her blouse.
Follow the same directions as you did for selecting her skin and choose a main blue color for her blouse and hat. I chose #95B9D2 R - 149, B - 210, G - 185. Then go to edit, fill, and click ok like you did for her skin.
Make that layer invisible as well by clicking the eye on the layer you filled for her blouse.
Create a new layer (SHIFT + CTRL + N). Now select the black areas(her
hair - you may want to create a new layer after for her eyes and brow
- do not worry about her earrings because you can fill that later
on a top layer), try making this as accurate as you can because it's
part of the top layer. I used the color #000000 or
black to fill in those areas.
